The city was placed on a flatten and since there is (was) no way to edit the mesh in X-Plane, this is what might have happened.
The product is several years old and I do not remember this now, but there is a chance it looks correctly on those screenshots.

Many thanks for your checking! So in other words you see the similar pictures as me?
Rought hills are as on the shown pictures?
Another thing I've noted is that the order of lines in scenery_pack.ini file is changing after I start XP and quit it.
F.i. initially set:
DD Washington XP Layer1
DD Washington XP Layer2
order is changing to
DD Washington XP Layer2
...
DD Washington XP Layer1
After I quit XP. Do you know what could be the reason?

Hi, such situation can take place if user deletes scenery_packs.ini or installed the another product which implements changes to scenery_packs.ini. Otherwise XP shouldn't change anything by itself. I know that it's unlikely but are you sure that your change of order is saved in the scenery_packs.ini file before you start XP? Otherwise I have no good explanation.

Flatness: could I put some other HD mesh(es) from f.i. alpilotx to put into DD Washington XP Layer2 or ...1 folders to fix it? (I'm away from PC for unknown q-ty of days and therefore I can not try it it be myself - maybe you idea can help there)
Scenery_pack.ini lines order changing: most likely it's because of OrbX installed, I'll need to check it carefully.

Hello DD, with your focus now having shifted to MSFS, and likely no more updates for this, I figured I would try and modify the airport to bring the layout up to date myself, and add SAM jetways and marshallers. However, I would like your permission to do this first. Thank you!

Sorry, but we are not able to do so, because you bought it from our vendor - X-plane.org store - and they are obliged to provide you with a link to the scenery, which you paid them for.
We released KDCA Washington Airport & City for XP12 indeed, but it doesn't mean that the previous version for XP11 shouldn't be available. Please ask them to give you access to the version you have purchased.
