If there is that file then it should work.
Are you sure that your MSFS does take the data from the new directory indeed? It seems like the old scenery location is still used.

Ok, so... I cannot confirm any CTDs, we could not CTD Washington Landmarks + KDCA + WU10 in any config. Of course, new objects introduced by Asobo are duplicated if they were also modeled by us earlier. We will remove our objects in the next update. The weird pattern behind the White House is Asobo'...

You may check the Prepar3D.cfg which is usually located in [username]\AppData\Roaming\Lockheed Martin\Prepar3D v5
Open it with Notepad and in the [GRAPHICS] section look for this entry:
TEXTURE_MAX_LOAD=
The value should be "4096", so it should look like this:
