I've replaced the attached file and took a quick look on EPPO. So far it looks very good, I don't the default scenery anymore.
However I did not check the whole airport for now, if I will find some issues I will notify you.

The problem only accures at EPPO.
The first time I installed the package I indeed choose FSX Steam Edition (dual mode only), however the airports were not shown in the sim ,so I uninstalled the package and installed it a again with the Microsoft Flight Simulator X option.

I've got a simillar problem as @andycxrter, up close only the default scenery is visible.
I've installed the package admin rigths and disabled anti-virus software.
I'm using the FSX:Steam and have attached a screenshot of my scenery library.
