Are you referring to the highly touted World Update: USA? Is this the item that you suggest we remove? If so, I don't think this is a viable solution in that we would also loose all of the improvements for the entire USA, not just Washington, DC.

I see that I can download your program from Just Flight. The Steam version I have is totally integrated into MSFS and I don't see it in my Community folder but it does appear in Content Manager.
