I found out that with sim update 10 Microsoft no longer uses the content.xml file. Instead, scenery draw order can be changed within the scenery editor from SU10. I've never messed with that and have no idea how, so I guess at this point we live with the Washington Landmarks anomalies.

I found out how to delete the content.xml file and reindex scenery. I made a copy of content.xml (save to a different location) and then deleted it. I noticed that neither Reagan National or Washington Landmarks installed into the community folder, like everything else does. They also didn't show up in the content.xml file.
