HA! I got it.
The issue is my Downloads folder is on a different drive. I moved the install to C:\Temp and was able to install.
Don't know why. Other installers in the E:\Downloads folder work fine

Community path C:\Users\jjdke\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalCache\Packages\Community
