P3D v.3.1 has an option to display shadows even for objects flagged as no_shadow... so yes, you can make every single object to make/receive shadow if you wish (to melt your PC )

The buffer might be caused by SODE - EPWA still uses the old version of this system. Actually a new version is already produced, which will perform better.
Regarding the object, every single object in EPWA has at least 2 LODs.

This sounds very strange - all default buildings are usually excluded. Have you tried reinstalling the scenery? Or maybe another addon generates some city buildings?

We did not remake ground polygons in Tallinn however indeed, some work on ground polygons at UUEE is planned.
