This is a known bug for all 3rd party sceneries.
3rd party sceneries should be placed above World Update packages.

My Washington Landmarks pack is in the Community folder, while the World Update is not (obviously).
How do I arrange order?

Has to be done manually:
C:\Users\[username]\AppData\Local\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\Content.xml
The lower on the list, the higher the priority is.

I don’t know if this is exactly correct, but if I ever make any changes to my scenery (addition or removal) I always delete the Content.xml file and the Scenery Indexes files. They auto rebuild during next MSFS restart and priority order always seems correct. Just checked my Washington and around White House and all is good.

Quick question when did Washington Landmarks go to Version 1.2 - Simmarket (where I purchased from) still has it at V1.1?

Ok but the front page shows latest version as 1.2 hence why I asked the question.

This will happen with each update. Every time you need to rearrange the scenery priority.
