For building overlaps, the usual method of moving entries in content.xml won’t work for Marketplace/Steam content. Instead, you have a few options:
Check the Community folder – If you’ve manually installed anything there, conflicts can occur. Try temporarily moving all other add-ons out of the folder and see if the problem persists.
Scenery priorities – Some add-ons let you adjust scenery priorities via the in-sim “Manage Packages” settings. Make sure your Reagan National or White House add-ons are up to date and correctly installed.
Reinstall / repair – Sometimes just repairing or reinstalling the Marketplace content resolves weird overlaps.
Report the issue – If it persists, it could be a bug in the add-on itself, especially if you’re seeing walls or textures in the wrong places. Drzewiecki Design has a support channel for that.
Hopefully one of these fixes will let you enter the Oval Office without any wall in the way!

Have you tried to remove V1?
Do you have the last version of World Update II, X and City Update IX?
MLK was available even without the updates or without CU IX.
Please also make sure that you have no conflicting scenery.
Yes I disabled V1. Yes I have all world and city updates updated. it streams to 2024 so it;s always updated. yes, I checked for conflicting packages and disabled. and MLK does not appear still
