It's noted and will be checked. In msfs2024 it could have been changed something relating to "exclude" to the whole terrain feature. What is your MSFS version?

Can you elaborate? Is it not possible to install in msfs2024? What is your scenery version?
They install via an .exe file. The installer says 'Seattle Landmarks MSFS v1.3. The install doesn't prompt where you want to install the scenery—it autodetects the MSFS 2020 Community Folder and installs it there.

The last version compatible with MSFS 2024 is v1.5 - I will write to Just Flight to update the version.

Two comments...

1. The manifest file still says V1.3.

2. The top of the space needle does not blend in with the default, resulting in a "double cheeseburger" look

Actually, comparing v1.3 and 1.5... The needle is worse in v1.5 than 1.3.. the base needle shows through.

I have Seattle via SimMarket and moved the Seattle Landmarks all the way down as far as I could and it resolved the issue. The issue however still exist for other 'landmark scenery' I have such as SS3D Vol2 (Bay bridge issue only partially resolved by moving down the scenery list). This is with MSFS 2024

Moved mine down to the bottom with my other SS3D MCs Vol 1, 2, 3 and 4 and the Needle issue is resolved. (Down as far as they can go)

How, specifically, do you do this?
Use the Package Reorder Tool found in Advanced Options. It controls the order things load in the simulator.

In fact if you have any 'Landmark scenery' move them all the way down the list.

Another way of achieving this, is to edit the manifest file and add a "package_order_hint" line..

Or you can chose "CUSTOM_POI" as Samscene is now doing.. Even higher priority.
